Administrative Program
Review Steering Committee
Procedures
The procedures establish a framework to ensure uniformity and consistency by
the committee in conducting its review of all programs. At each stage, the committee
will use a rating system to evaluate all programs.
The rating system will consist of allocating a plus (+), minus (-), or neutral
(o) for each criteria within a program.
Upon submission of the program materials from the unit manager, the committee will
initiate the following steps.
1. Each committee member will independently review and rate each program according
to the five (5) criteria.
2. The full committee will meet to discuss the initial individual ratings for each
program.
a. At this preliminary stage,
the committee will decide whether to:
-conduct a committee vote on each
program or
-assign the program to a subcommittee to conduct a further analysis with feedback
to the full committee.
b. If clarification of program
data is needed, the committee will initiate a contact to the unit manager to obtain
the necessary information.
3. After a thorough analysis of the program data consistent with university and committee
goals, the committee will classify each program on the basis of four (4) categories:
Enhance: Programs in this
category will be examined with a potential for enhancement. Enhancement will involve
increased support to allow increased quality, demand and/or cost effectiveness.
Maintain: Programs placed in this category will be considered as candidates
for maintenance at the present level of staffing and other support.
Reduce and/or Restructure: Programs in this category will be examined with
a potential for reduced support and/or restructuring. Reduction/restructuring may
take any of several forms ranging from simple reduction of financial and staffing
support to combining or restructuring programs to provide savings.
Eliminate: Programs placed in this category will be examined with a potential
for elimination.
4. At the final stage of review,
the committee will prepare a written report including program findings and recommendations.
Committee members will vote by majority vote in support of the recommendations.
5. When any vote is taken by the full committee:
a. A committee member will be
recused when votes are taken on his/her own program criteria.
b. A committee member can abstain from voting.
c. All votes will be recorded.
