Minutes of the Faculty Senate meeting April 19, 2006
The regular meeting of the 2005-2006 Faculty Senate was called to order at 3:30 p.m. by President Matt Esposito. The following senators were present for all or part of the meeting. Alexander, Bartschat, Cairns, Courard-Hauri, Dore, Esposito, Freeman-Miller, Gilbert, Gillespie, Larson, Lyons, Martin, Morrow, Nelson, Pandit, Reed, Sanders, Simpson, Wade
Absent: Reincke, Tice
The March 2006 minutes were accepted.
Report from President Maxwell
The upcoming Board of Trustees meeting will include an update report from Dean Charles Edwards concerning the joint venture between the Journalism School and Business College, a residence hall renovation presentation by Vice President Payseur and consideration of the 06-07 detailed budget. The residence hall plan includes a major renovation of the Quad halls and work this summer on Jewett and Morehouse. President Maxwell announced that the stadium project is on time and within budget which is an exciting development not only for Drake but the Greater Des Moines area.
The undergraduate admission numbers remain strong for the Fall 2006 term as Drake has received roughly equal the number to last year of tuition deposits. This year is the first that over 4000 applications have been submitted. He noted that although this is a milestone, there is a national trend for students to apply and be accepted to multiple institutions.
The Athletic Director Search Committee will announce candidates after the Drake Relays and the on campus visits are expected in early May.
Report from Provost Troyer
The luncheon theme for this meeting between Board members, selected faculty and students is Undergraduate Research. The session is held in Parents Hall which will be filled with the explanatory posters concerning the research. This event is designed to showcase the student/faculty work and increase visibility of the topics. Provost Troyer also indicated his interest in the institution setting aside a day within the academic year to showcase student’s work.
The Provost was pleased to announce that two Drake students have been selected for Fulbright scholarships. Professor Zeff advises the candidates and indicates there may be a third student yet to be named. The Provost acknowledged her year long work preparing the students for this prestigious award.
Currently there are no confirmed cases of mumps at Drake, but the Provost noted it would only be a matter of time before someone on campus is directly affected. He strongly urged the faculty to be prepared for the matter of dealing with students who are unable to finish the semester at Drake due to their health and for the faculty to consider the risk if they personally become ill during the final days of the semester.
Report from President Esposito
The results of the 06-07 At-Large Senator election were announced
President Esposito requested the Board of Trustee representatives to prepare and submit their reports by May 1st so that these may be distributed by May 3rd.
He also called on Senate committee chairs to submit year end reports or summaries. These not only serve to record what occurred during the 05-06 year, but assist the committee members for the next year’s business.
The Senate Executive Committee will host a Town Hall meeting on April 25th, Tuesday at 4:00 p.m. in Olmsted’s Bulldog Theatre concerning the proposal to revise the Drake Curriculum. The University Curriculum Committee (UCC) has approved the document and the topic is expected to be on the May Senate agenda. The Town Hall meeting will be followed by a faculty of instruction survey to gather information from the general faculty of their support (or not) for the revisions.
When asked, it was pointed out that this year’s Student Senate was emailed the proposed revision document by the UCC and the Criterion 3 Committee (Lon Larson). No response was received from the Student Senate. There was an assurance given that the announcement of the Town Hall meeting will include students.
The All University Task Force Chair, Kristi Bowman, presented an update and requested comments from the Senators on two draft motions. The All Staff Council and Student Senate are also being presented these draft motions for review and comment. She stated that the Task Force motions seek to increase communication and the sense of community at Drake but not to change the existing internal governance. The topic is expected to be on the May Senate agenda.

Adoption of the calendars that the University Curriculum Committee has given second approval to the 2007-2008 Academic Calendar and preliminary approval to the 2010-2011 Academic Calendar
The motion passed with out comment.
New Business
Senator Sanders moved and Martin seconded motion 06-13
Set the 2007 Spring Break at March 19-23, 2007
The motion passed without comment.
Senators Sanders moved and Martin seconded motion 06-14:
Create an Academic Regulation stating: Students are required to validate their enrollment by attending the first class meeting for each course on their schedule. Failure to attend the first class or to make prior arrangements with the professor will result in student being dropped from that course.
Senator Simpson indicated the Senate Executive Committee had raised a concern about the first class period of time. There was interest in altering the time period to the first week. Senator Sanders indicated his strong support for the motion as stated. Several other senators were supportive of the motion as written noting the limbo period which seems to exist at the beginning of a semester. It was noted that there is nothing in this motion to change the ability of the student to properly add a course with instructor permission after the semester begins.
The discussion included potential hardship scenarios and what might be done for those individuals, including students who travel great distances. Ms. Wanda Everage, Chair of CAAD, was asked about the implementation plan. She indicated that the communication plan for the policy will include first year students and their parents.
With a voice vote, the motion passed.
The Senate moved into Executive Session to consider motions from the Honorary Degree and Drake Medal Committee.
The Senate adjourned the regular session at 4:25 p.m.
